Payroll Officer – Basingstoke Temp Vacancy Pay Rate: £25.00ph Full-Time 37 hours Job Purpose: To develop, implement and administer an effective payroll service to support the council to achieve a high performing and highly motivated workforce by ensuring that employees are rewarded accurately. Accountabilities: Deliver accurate payroll services to staff, members, Electoral Services and ensure that all customers of the service are rewarded in a timely and accurate manner. Provide expert and accurate pay and benefits advice and information to all levels of staff and members throughout the council. Ensure that the council complies with all statutory and constitutional requirements with regards pay and rewards for staff and members and continuously review and monitor all aspects of the service provided, implementing improvements to ensure best practice in all areas. Assist in the development and implementation of the HR Service Plan and pay and benefit policies for staff. To deliver an accurate and timely monthly payroll service to staff, members and Electoral Services as required. Ensure that the council complies with statutory requirements and changes in legislation as necessary. To include processing pay increases and calculation of backpay. Carry out payroll year end processes and production of P60’s and P11d’s. Maintain, update and continuously review the effectiveness and efficiency of the payroll system to ensure the best possible standard of service delivery to all payroll customers. Recommend and implement new developments to the system. Regular Payroll reconciliations to ensure the accuracy of the payroll and with Finance to ensure cost centres/payments are being coded correctly. In conjunction with the payroll system providers identify new areas of application or problems with the system and work with the providers to develop and implement solutions in a timely and efficient manner.
