Position Title : Risk Operations Supervisor REPORTS TO : Compliance Manager SUPERVISES: Risk Operations Specialist JOB STATUS : Exempt JOB GRADE 11: $54,560.88 - $81,841.32 Annually JOB SUMMARY : The Risk Operations Supervisor is essential in identifying potential risks to State Employees Credit Union (State ECU), the staff, and its Membership. Serves as the Bank Secrecy Act Officer (BSA) and manages all aspects of State ECU's BSA compliance program and BSA software. Works to create, deploy, maintain, and optimize Anti-Money Laundering (AML) systems and controls. In coordination with and supervision of Risk Operations staff, minimizes and prevents losses resulting from high risk and fraudulent monetary and non-monetary transactions by tracking and monitoring suspicious financial activity. In accordance with internal procedures and federal regulations, further takes proactive measures to prevent or recover losses. Also serves as the Security Officer for State ECU. Collaborates with Management to coordinate adoption of regulations, policies, and procedures with respect to credit union security and business continuity. DUTIES/ RESPONSIBILITIES: Collaborates with internal business units with risk assessments of money laundering and related activities. Monitors and tracks high-risk accounts and Members as well as keeps records of them. This further includes filing and review of Suspicious Activity Reports (SARs). Review policies and procedures in risk management and loss control areas and make recommendations to safeguard State ECU assets, including BSA/AML policies and procedures. Reviews Verafin reports and monitors fraud trends and reports, taking appropriate action to mitigate losses. Monitors Financial Institution Security Officers Association (FISOA) notices, attends meetings, alerts appropriate staff, and takes appropriate action to prevent losses. Reviews/authorizes provisional credit to Members as appropriate. Manages information requests from local and state entities while also facilitating Member and account research. This includes internal and external responses to audits. Understands compliance issues & attends training related to risk management including, but not limited to, Bank Secrecy Act; Reg P; Patriot Act. Develops educational security and fraud content for email, social media, blog, etc. to inform and educate Members on current scams. Responsible for the dissemination of all financial security alerts, updates and best practices to staff. Remains current on security requirements and standards, including updates to technical resources and written policies and procedures. Ensures a safe environment through an effort of diligent authority and monitoring of strict access controls and security equipment for all facilities. Works in conjunction with the branch/department managers in the event of a robbery, bomb threat, or other high-risk emergency, and in accordance with the company's Emergency Action Plan (EAP). Manages the workflow of their employees, creating team schedules and delegating tasks while assessing the work performance of their employees and identifying areas that need improvement. Trains and onboards new hires to make sure they understand their responsibilities. Performs all other assigned duties. EDUCATION/ EXPERIENCE: Education or experience equivalent to a bachelor's degree in a related field. Minimum 4 years of relevant job experience. Certification in Bank Secrecy Act, Security, or Bank Operations and Regulations is preferred but not required. QUALIFICATIONS: Expert knowledge of current and changing AML compliance climate, including Office of Foreign Assets Control (OFAC), BSA, and the USA Patriot Act. Practical knowledge of conducting fraud investigations. Effective communication skills with the ability to present information in an approachable manner both oral and written. Strong critical thinking, problem solving, and organizational skills. Must have knowledge of office machines and equipment, be able to type, and have proficient use of Microsoft Office Suite products. Demonstrates excellent patience, tact, enthusiasm, and positive attitude towards staff, Members, and the general public. GENERAL REQUIREMENTS: Must be capable to execute all terms and conditions set forth in the Employee Handbook, including but not limited to: Works in a safety conscious manner which ensures that safe work practices are used in order not to pose a risk to self or others in the workplace. Adheres to policy on Drug Free Workplace. Complies with company policies and procedures and local, state and federal regulations. PHYSICAL REQUIREMENTS: Requires sitting for long periods of time, some standing, walking, kneeling, stooping, bending, lifting, grasping and fine hand coordination. Visual and aural acuity required. Finger and hand dexterity required. Must be able to lift 15 pounds maximum, with occasional lifting and/or carrying of objects weighing up to 10 pounds. Requires ability to remain calm under stressful situations. Must be able to access and navigate each department at the organization's facilities.
