Job Title: Safety Manager Reports to: Chief Operations Officer Employment Status: Full Time, Exempt Job Overview The Safety Manager will direct the development, implementation, and monitoring of comprehensive safety programs, policies, and standards for Jaunt, which includes eighty drivers and thirty-five office staff. Job Responsibilities Responsible for safety administration oversight. Directs the development, implementation, and monitoring of comprehensive safety programs, policies, and standards. Requires a thorough knowledge and understanding of Department of Transportation (DOT), Federal Transit Administration (FTA), rules and regulations. Utilizes hazard mitigation, risk reduction, cross-functional partnerships, historical analysis, and trend analysis methodologies to increase Jaunt's safety footprint. Oversees investigations of accidents and safety-related incidents. Oversees the successful implementation of Jaunt's Public Transportation Agency Safety Plan ( PTASP ) Plans and executes an annual Jaunt Awards Ceremony which includes maintaining lists of recipients. May represent Jaunt to federal agencies, local groups and organizations, professional associations, and other similar groups. Responsible to interpret , and stay current on, the DOT and FTA Drug & Alcohol regulations to ensure on-going compliance. Responsible for comprehensive knowledge of regulations, such as CFR 655, 219 and 382 and DOT CFR Part 40 policies. Manages the daily activities of Jaunt's Drug & Alcohol program procedure and processes to ensure that all required Drug & Alcohol testing is done properly, on schedule, and in strict adherence with all federal regulations and Jaunt's Drug & Alcohol policies with the help of appointed Designated Employee Representatives. Makes recommendations to senior staff on policy changes. Works closely with the COO, Director of Service Operations, Training Manager, and Road Supervisors to ensure that operator supervision is carried out equitably and consistently ensuring staff and passenger safety is maximized. Oversees the safety event management and investigation program at Jaunt. Member of Jaunt's mid-management team Drives performance by creating a culture of excellence; sets clear and challenging safety goals for each division. Obtains and maintains DMV CDL Examiner certification, CPR and other areas as needed and as provided by Jaunt. Obtains and maintains FTA approved Collections Professional Training as provided by Jaunt. Maintains reasonable suspicion drug and alcohol training throughout their term of employment as provided by Jaunt. Set the tone and be a role model for a positive organizational image and be an agent for change and process improvement. Assists with special projects as needed. Manages and works with the Training Manager to ensure all training content adheres to and include safety metrics and standards set forth by Jaunt and federal regulations. This position is considered Safety Sensitive based on FTA regulation: Prevention of Alcohol Misuse and Prohibited Drug Use in Transit Operations, 49 CFR Part 655. This position is designated as "Mission Essential", which requires that employees report to their job site during emergency situations, such as snow, inclement weather, or other emergency situations. Experience, Qualifications, Knowledge, Skills 4+ years of relevant transit experience Prefer bachelor's degree from an accredited institution. Ability to plan well and prioritize multiple projects simultaneously. Strong written and verbal communication skills Excellent customer service skills Proficiency in Microsoft Office Must possess a valid VA driver's license and have an excellent driving record. Must have, or be able to obtain within three months, a Commercial Driver's License. Must meet the physical requirements of a Jaunt operator. Principles of business letter writing and basic report preparation. English usage, spelling, grammar, and punctuation. Drug and Alcohol Program Manager The Safety Manager is Jaunt's Drug and Alcohol Program Manager (DAPM). A DAPM is an employee that receives test results and other communications for the employer and is required to make decisions in the testing and evaluation process. The DAPM must also be authorized by the employer to take immediate action (directly or through the employee's direct supervisor) to remove employees from safety-sensitive duties. Special Requirements: Employment is contingent upon successfully completing and passing a pre-employment drug screen. Employment is contingent on a clean driving record that allows employee to be covered by Jaunt's insurance. Continued employment is contingent upon adherence to Jaunt's Substance Abuse Policy, including being subject to drug and alcohol screening, as well as on maintaining a clean driving record. Jaunt employees regularly interact with passengers with disabilities. To ensure it effectively adheres to the requirements of the Americans with Disabilities Act, all employees will be regularly trained on service delivery expectations to ensure the safe and timely transportation services for passengers with disabilities. Further, those employees with direct contact with passengers with disabilities will be expected to exercise their training for passenger sensitivity, which includes securing passengers' wheelchairs to restraining devices to stabilize wheelchairs during trip. As well as being physically able to handle and assist disabled passengers in wheelchairs and assist disabled passengers into and out of vehicle. Further, Jaunt shall adhere with the American with Disabilities Act. The successful candidate must be able to perform the position's essential job functions with or without reasonable accommodation.
