Job Summary Under general direction, is responsible for working with businesspartners within one business function to align technology solutions withbusiness strategies. Demonstrates an informed knowledge of a businessarea to resolve problems on an ongoing basis. Working conditions areprimarily inside an office environment. Exercises no supervision. Essential Job Functions Business Process Improvement: Participates in short-term planningsessions with a customer to implement process improvement within anassigned customer area. Documents discussion and agreements. Business Liaison: Establishes liaison relationship with businesspartners in order to provide technical solutions to meet user needs. Business Requirements Identification and Prioritization: Assessescustomer needs utilizing a structured requirements process (gathering,analyzing, documenting, and managing changes) to assist in identifyingbusiness priorities and advise on options. Develops, writes, andcommunicates business requirements for the implementation of businesssolutions. Procures technical assistance to help in problem resolution. Feasibility Study Analysis: Provides factual content to feasibilitystudy for standard development projects and enhancements. Test Case Development: Develops user test cases and validates testresults during user acceptance testing. Problem Resolution: Investigates, resolves and escalates problems. Project Status Reporting: Promotes an understanding of IT roles,processes and activities to the business units. Supports andparticipates in the formal reporting of project status. Performs related duties and fulfills responsibilities as required. Job Requirements Bachelor's degree from an accredited college or university. Three (3) years of relevant technical or business work experience. DEPARTMENT SPECIFIC: SAPD Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions. Knowledge, Skills, and Abilities Knowledge of business operations and systems requirements processes. Knowledge of business process analysis automated tools for ex: MSVisio, HTML, SQL and database design. Knowledge of technical design specifications Knowledge of internet and client/server architectures Skill in communicating clearly and effectively. Skill in data collection, analytics, problem solving, statistics andreporting. Skill in the creation of use cases and test plans. Ability to operate a computer keyboard and other basic officeequipment. Ability to demonstrate proficiency in Windows based environment,particularly Microsoft Excel, Access, Word. Ability to self identify projects and create meaningful reports whileworking independently. Ability to organize and troubleshoot efficiently and effectively. Ability to establish and maintain effective working relationships withCity staff and the general public. Ability to conduct test plans against product to ensure completenessof requirements specified. Ability to identify and document system deficiencies. Ability to propose solutions to problems and considers timeliness,effectiveness, and practicality in addressing client needs. Ability to communicate clearly and effectively. Ability to perform all the physical requirements of the position, withor without accommodations. Work Complexity and Examples Supports several moderately complex business processes. Serves as aproject team member. Create reports following a rational approach for accessing data andimproving quality and usability of end user data. Develop consistent business rules, data and reporting standards andoversee the delivery of accurate, timely and complete data andmanagement information/data (e.g., membership, clinical andutilization). Lead efforts to document, respond, quantify and follow-up on allquality management and process improvement projects. Perform ad hoc analysis to identify improvement opportunities withinthe business units and ongoing analysis for management. Work in collaboration with various internal teams to identify processchanges and evaluate and monitoring the results. Design and automate control reports and tools. Pull, analyze, and summarize large amounts of data. Act as the liaison between a business unit and technical team.
