The primary purpose of this position is to assist First Commerce in fulfilling our Vision To Be Our Member's Financial Partner for Life . This is achieved through delivering Remarkable Member Service as defined by our Service Standards as well as building and maintaining strong member relationships through identification of member's financial needs and effectively recommending appropriate products and services to meet those needs. The Compliance Officer provides oversight of the compliance department of the credit union. For policy purposes, this position will carry the title of Compliance Officer. The Compliance Officer is responsible for development and ongoing management of the credit union's compliance program ensuring the credit union is in compliance with all applicable laws and regulations. The Compliance Officer must maintain critical knowledge of current and pending regulations affecting the financial industry. The Compliance Officer will coordinate with management the needed updates for all regulatory and compliance documents for the credit union, as well as assist with the development of compliance training, preparing periodic reports for management, and developing compliance risk assessments. The Compliance Officer advises management and credit union staff of emerging compliance issues and consults and guides the credit union in the establishment of controls to mitigate risks. The Compliance Officer ensures adherence to all Federal and State laws and regulations applicable to the credit union. The Compliance Officer will work with internal and external auditors, as well as regulators. RESPONSIBILITIES: On an on-going basis, review laws and regulations that impact the credit union's compliance requirements, with emphasis on Bank Secrecy Act, Patriot Act, and OFAC along with all lending and deposit regulations. This includes state laws for all states in which the credit union has a physical presence. Performs ongoing monitoring of the regulatory compliance landscape; Communicates with senior management and the appropriate department managers and provides meaningful analysis that identifies credit union and department specific impacts of regulatory changes. Maintains, updates, and communicates to management the compliance calendar of proposed and final regulatory changes. Ensures that appropriate action is taken by the managers of the affected departments. Provides compliance support for the credit union as scheduled and/or requested including but not limited to consulting on compliance impacts to business operations and reviewing marketing materials, disclosures, policies, and procedures. Responsible for the BSA monitoring process, including suspicious activity reporting, CTR's, OFAC, FinCEN 314(a) and high-risk accounts. Position is responsible for oversight of monitoring, researching, analyzing, and investigating suspicious activity detected by the anti-money laundering system. Utilizing compliance auditing procedures, evaluates the credit union's policies, procedures, products, and programs to ensure compliance with applicable laws and regulations. Makes recommendations for changes as appropriate. Disseminates information, answers questions, and isa subject matter expert for the credit union on all compliance related issues. Assesses risk potential of current procedures and institutes new procedures that minimize loss exposure while ensuring efficient service delivery systems. Develops and implements corrective action procedures as necessary to ensure compliance with policies and procedures to avoid future compliance problems. Develops a compliance audit schedule and performs c ompliance reviews in alignment with the schedule. Ensures audit procedures are updated to reflect changes in laws and regulations. Presents written reports to management and may present reports to the Audit Committee of those findings. Assists in the revision and/or design of forms, products, website, programs, or promotions to ensure compliance with all State and Federal rules and regulations. Develops or assists in the development of compliance training programs to enhance team member knowledge and expertise. Reviews monitoring reports for noted compliance violations. Provides internal compliance consulting and training to credit union management and volunteers. Responsible for overall management of the BSA/AML/OFAC compliance programs. Ensures BSA/AML is in line with current industry best practices and is efficient and effective in terms of current operational processes, governance, and internal controls. Reviews and approves Suspicious Activity Reports (SARs) for filing. Ensures SARs are reported (number and dollar amounts) to the Board of Directors or its designated committee. Provides exceptional member service to our members, team members and the business. Abides by all applicable policies, procedures, and laws. Proactively makes recommendations to ensure compliance and best practices are implemented/maintained. Informs business leaders of regulatory trends and how they may affect business operations. Provides supervision to the compliance staff. Leadership Duties: Ensures that the Compliance Team delivers prompt, accurate, and courteous external and internal service in accordance with our Service Standards. Oversees the quality of work and efficiency of the team. Offers and manages clear expectations of service levels. Prepares and/or analyzes relevant special reports for distribution to Senior Executive Management, while maintaining departmental records and files. Responsible for hiring, training, scheduling, development, coaching, counseling, evaluating, and overall leadership management of compliance staff. Sets and achieves challenging goals; Demonstrates persistence and overcomes obstacles; Measures self against standard of excellence; takes calculated risks to accomplish goals. Other Responsibilities: Performs job duties in accordance with policies established by the Board of Directors under the rules and regulations set by the National Credit Union Administration, the State of Florida and any applicable State laws for financial centers located in other States. Complies with Reg E, BSA, OFAC and CIP requirements such as reporting suspicious or unusual activity to manager. Fully supports in actions and words First Commerce's Vision, Mission, Core Values and Service Standards Attends meetings timely and as required; reports to work as scheduled and adheres to First Commerce's dress code. Adheres to agreed upon standards for remote work. Performs other duties as assigned. REQUIREMENTS : Knowledge of all applicable banking policies, procedures, laws, and regulations related to FCCU enterprise operations. Knowledge of lending and deposit activities. Ability to create and implement policies and process improvements. Skills in managing risk for the organization. Excellent written and verbal communication skills are required. Ability to represent FCCU in a professional manner when dealing with external agencies including law enforcement. This role requires a high degree of confidentiality. Must have analytical skills. Must be detail oriented, a self-starter, and exhibit prior demonstration of good judgment. Works independently to accomplish tasks. EDUCATION AND EXPERIENCE: Minimum of a bachelor's degree in Business, Law, or a related field; a high school diploma with equivalent experience may be substituted. A minimum of 5+ years of Lending and Retail Deposit Experience; a minimum of 5+ years of previous experience acting in an audit/compliance/fraud risk role or 5+ years' experience in creating and implementing process improvements to manage risk and ensure compliance with regulatory requirements may be substituted. Certification in Compliance/Bank Secrecy Act a plus.
