Financial Analyst Experience utilizing various Army financial systems including General Fund Enterprise Business System (GFEBS), Logistics Modernization Program (LMP), Procurement Integrated Enterprise Environment (PIEE), and Defense Cash Accountability System (DCAS). Experience developing funding documents to include LMP Procurement Work Directives (PWDs), SPS Purchase Requestions (PRs), and Military Interdepartmental Purchase Requests (MIPRs). Build and track Sales Orders, LMP COFF files, and customer funds. Research Unmatched Transactions (UMTs), reimbursable funds, expired reimbursable sales orders, open commitments, and open travel vouchers and work with analysts and/or DFAS to remediate. Possess a working knowledge of the Planning, Programming, Budgeting and Execution (PPBE) process. Possess the ability to pull, format, and analyze Business Intelligence (BI)/Enterprise Resource Planning (ERP) reports for tracking against established financial metrics. Knowledgeable of Army business processes regarding multiple types of appropriations to include Operations and Maintenance, Army (OMA), Missile Procurement Army (MIPA) and Research, Development, Test & Evaluation (RDT&E). Knowledgeable of the Army Dormant Account Review-Quarterly (DARQ) process and ability to remediate Undelivered Orders Unpaid (UDOU), Undelivered Orders-Paid (UDOP), Delivered Orders-Unpaid (DOU), and Unfilled Customer Orders (UFCO). Renders input in preparation for high level meetings with senior Army officers, civilians, corporate executives, government action officers, and other vendors. This input may be narrative or charts and should be of a quality that little rework is required by senior analyst or PM. Qualified Candidates Must Have: A general understanding of Army accounting processes and accounting systems with Financial Management experience in a government office. Proficiency in Microsoft Excel, PowerPoint, and Word, with the ability to manage and manipulate large volumes of data and translate findings into easily interpreted reports or briefings. Outstanding verbal and written communication skills, with the ability to clearly communicate with all levels of an organization to include senior military and government civilian personnel. Ability to work independently with minimal supervision, and as well as closely interact with other team members as necessary for issue resolution, troubleshooting and solution identification. Ability to think strategically; exceptional attention to detail; excellent organizational/time management skills, including ability to prioritize work and meet deadlines. Education and Security Clearance: Candidate must have GFEBS experience. Ability to obtain a SECRET security clearance is required.
