The Massachusetts League of Community Health Centers (League) was founded in 1972 as one of the country's first state Primary Care Associations (PCAs). Established under the same federal authorizing legislation as the health center program (Section 330 of the Public Health Service Act), PCAs are organized around a set of core functions and competencies that provide a framework for support and assistance to health centers and the communities they serve. The League is a non-profit 501(c)(3) organization registered as a public charity with the Commonwealth's Secretary of State. It maintains a professional staff at its headquarters in Boston and its training center in Worcester. Position Summary: The Vice President (VP) of Communications & Public Affairs provides internal and external organizational functions. Externally , the VP is responsible for the agency's media relations and in raising the visibility of the Mass League and the state's community health centers among three principal audiences: philanthropic donors, foundations and other funders; health care policymakers; and consumers of health care services. Internally , the VP provides ongoing analysis and dissemination of key information to Mass League staff, the health center membership, and the patients and communities they serve. In addition, the VP provides technical assistance on member press relations, including crisis communications, and support for health center special events and initiatives. Under the supervision of the CEO or his/her designee, and in accordance with the Mass League policies and procedures, manage agency press relations. Help craft official public testimony and statements on behalf of the Mass League's CEO and membership. Support fundraising proposals. Independently develop communications materials for distribution to the media, general public, local state and federal agencies, elected officials and public and private organizations. Provide information to health policy staff at the local, state and federal levels. Write, support, edit, and maintain all official Mass League publications. Internally, provide support and technical assistance to Mass League program directors and health center executive directors with press and public relations, special events and initiatives. Direct and assist with technical and non-technical newsletters, grant and policy proposals, information notices and membership-wide memorandums. Compose letters of support on behalf of affiliated organizations. Essential Functions of Vice President (VP) of Communications &Public Affairs: (The following is a list of essential functions, which may be subject to change at any time and without advance notice. Management may assign new duties, reassign existing duties, or eliminate a role. Responsibilities include, but may not be limited to, the following.) Direct Reports include: Communications Manager and Communication Coordinator Manage the agency's comprehensive press relations: field inquiries, pitch stories, develop editorial content. Prepare the CEO, health center leaders and other League staff for media interviews. Maintain current and develop new media relationships. Pitch local, statewide, and national media on stories highlighting and impacting health centers and their patients. Propose content for editorial development: author opinion editorials and letters to the editor for both the Mass League and health centers as needed. Organize press events and public relations campaigns around issues that affect the work of the Mass League and its health center members . Issue press releases and multi-media presentations, as directed. Respond to general information inquiries about the Mass League and its members. Assist in crafting official testimony for the Mass League on important health policy issues at the local, state and federal levels. Maintain public information files. Ensure trademark, licensing and copyright protection from all Mass League information and publications. Support development of fundraising proposals and materials such as letters, packages, graphics, etc. Develop public relations materials for distribution to the media, general public, local, state and federal agencies, and public and private organizations. Provide information to health policy staff at the local, state and federal levels. Provide support and technical assistance to Mass League program directors and the health center executive directors on press and public events. Support development of new information vehicles and produce policy bulletins and information notices as needed . Produce marketing materials. Oversee website and social media design and content. Maintain original files. Lead event script design for events. Conduct program evaluation and verification of program activity impact as per guidance and requirements provided by the Workforce Division. Report on program evaluation and impact data at team meetings and through the League's association management software. Competencies/Skills: Strong writing and analytical and creative skills. A self-starter, with the ability to work independently. Education/Experience: Bachelor's degree and advanced knowledge of a specialized field. Graduate/Master's Degree work preferred. Advanced knowledge of and extensive professional experience with the inner workings of the press and public relations. Knowledge of both the legislative and political process. Requirements: The physical demands described here represent those that an employee must meet to perform the essential functions of this job successfully. While performing the duties of this job, the employee is required to talk and hear regularly. The employee must be able to remain in a stationary position 80% of the time. The employee needs to move inside and outside the office to access file cabinets, office equipment, and meet with community partners at different sites. The position requires occasionally lifting office products and supplies up to 50 pounds and traveling to various locations for meetings.
