Exempt/Non-exempt Exempt Status Full time The City of Saint Charles Human Resources Department is currently recruiting for the position of Sewer Maintenance Repair Supervisor. Responsibilities include supervision and scheduling of maintenance, rehabilitation, and repair operations for municipal infrastructure in the public right-of-way or private property including, but not limited to, gravity sanitary and storm sewer collection systems, force mains, vacuum sewers, and associated appurtenances. Direct work and supervise sewer maintenance repairs crews and contractors. Supervise and manage public works operations during special events, civil emergencies, and severe weather associated with snow, flooding, tornadoes, etc. Essential Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Administer union agreement, Department Work Rules, and Employee Personnel Manual; evaluate employee performance; recommend progressive disciplinary actions; respond to employee grievances; review / approve timesheets, requests for sick and vacation leave, etc. Communicate effectively with Public Works personnel, city employees, elected officials, residents, contractors, vendors, County/State/Federal regulatory agencies. Knowledgeable of underground infrastructure regulatory requirements including repair, maintenance, rehabilitation techniques, heavy and specialized construction equipment, construction of new sanitary sewer and storm drainage system infrastructure. Perform updates and improve asset management practices, and capacity management operations and maintenance CMOM procedures. Schedule daily/weekly maintenance activities; evaluate allocation of manpower, equipment, and material resources to maximize productivity and optimize operational efficiencies to improve delivery of services. Maintain inventory of tools, equipment and supplies. Identify technologies and specialized equipment for cleaning and rehabilitation of sewers, laterals, manholes, inlets, detention basins, drainage channels and other sewer infrastructure. Knowledgeable of OSHA / Confined Space / Trenching & Excavation / Traffic Control and other safety standards; assist in providing employee safety training refresher programs. Assist with the administration of the City's municipal separate storm sewer system (MS4) permit. Assist Public Works management team develop budgets for annual maintenance operations and capital improvement program projects for the sanitary sewer and storm drainage systems. Develop Requests for Proposals; solicit quotations and cost proposals; prepare written correspondence, annual and monthly reporting, cost estimates, bid specifications, construction and vendor contracts; inspect contractor performed work for compliance with plans and specifications; coordinate cleanup of sanitary sewer overflows (SSOs) and basement backups and report to MODNR and city contract operator for wastewater treatment facilities. Mandatory participation in scheduled and unscheduled Supervisor After Hour On-Call Rotation requiring supervision of public works operations during call-outs, civil emergencies, special events, and severe weather operations associated with tornadoes, flooding, snow, etc. Other duties as assigned by Public Works management team. Meet with the public to evaluate and address storm water concerns with the assistance of technical staff which may include concerns with erosion, sink holes, flooding, and overland flow. Administer City's Rock and Soil Program to assist residents with erosion concerns. Assist other supervisors with planning and conducting investigations of the City's sanitary and storm sewer systems such as sewer system evaluation surveys SSES, flow monitoring, manhole and sewer lateral inspections, smoke and dye testing, CCTV camera inspections, determination of illegal connections, to assist in the development and implementation of city-wide programs and long range plans to reduce inflow and infiltration I&I and sanitary sewer overflows SSOs. Minimum Training and Experience Required to Perform Essential Job Functions High School diploma or G.E.D. required; Bachelor / Associate degree in construction management, construction engineering, or related field preferred. Demonstrated proficiency in Microsoft Office Outlook, Word, and Excel required; experience in CMMS, asset management, pipeline condition assessment methods, and wastewater modelling preferred. Three to five years of experience in maintenance, rehabilitation and construction of sanitary and storm sewer infrastructure. Additional three years of experience or more in a supervisory role. Valid driver's license required. Any combination of education and experience that provides equivalent knowledge, skills, registrations and abilities.
