Position Summary: Incumbent provides specialized psychiatric services and other healthcare related services to individuals within the Tohono O'odham Nation Health Care Centers, school-based health clinics, homes, job sites, and other communities. Scope of Work: This position is located at the Tohono O'odham Nation Sells Hospital, and other community locations within the Hospital service area on a rotational basis depending upon clinical needs. General supervision is provided by the TON Hospital Unit Clinical Director or designee who provides administrative direction within assignments in terms of broadly defined missions or functions. Essential Duties and Responsibilities: Provides specialty mental health and psychiatric services to eligible individuals presenting for care at the Tohono O'odham Nation Health Centers or other selected programs. Responsible for both direct and indirect specialized child, adolescent, and adult services, including mental health services, consultative services, field consultation, administrative duties, and continuing education. Responsible for child, adolescent and adult psychiatric evaluation, diagnosis and treatment of a quality expected from an expert, experienced, and board-certified Psychiatrist. Performs and documents a comprehensive psychiatric evaluation that includes evaluation of mental status, current and history of violence, suicidal or self-harm behavior, substance use, level of functioning, health behaviors, trauma, sexual behaviors, and social and developmental history. Performs and documents a comprehensive physical assessment with emphasis on mental status and neurological examination. Collects data from multiple sources using assessment techniques that are appropriate to the patient's language, culture, and developmental stage, including, but not limited to, screening tools, psychiatric rating scales, genograms, and other standardized instruments. Orders and interprets findings of relevant laboratory and diagnostic tests. Develops a treatment plan for mental health problems and psychiatric disorders based on evidence-based standards of care, biopsychosocial theories, and current practice guidelines. Prescribes psychotropic and related medications based on clinical indicators of a patient's status, including results of diagnostic and laboratory tests as appropriate, to treat symptoms of psychiatric disorders and improve functional health status. Manages psychiatric emergencies by determining level of risk and initiating and coordinating effective emergency care. Manages the most complex psychiatric patients and disorders, based on clinical experience and expertise. Provides consultative psychiatric evaluations and recommendations to requesting health care personnel. Identifies both typical and atypical presentations of psychiatric disorders. Collaborates as a leader of the interdisciplinary mental health and other health care teams and provide mental health consultation to other team members, including the primary care team. Completes patient records, peer review, monthly reports, and attendance at required and assigned meetings. Participates in Quality Improvement programs and initiatives, ensuring compliance with JCAHO and applicable standards. Participates in a leadership role in administrative duties as assigned and takes initiative in addressing gaps in service or quality. Contributes and demonstrates leadership as a task force member or similar group at a facility, division, or agency level. Responsible for maintaining licensure, certification and providing verification of these when requested. Maintains professional knowledge and proficiency in mental health and psychiatry through continuing education, staff meetings and workshops. Contributes to the mission of the facility through written or oral presentations or through publications that advance the field of knowledge. Contributes to a team effort and performs other job-related duties as assigned. Knowledge, Skills, and Abilities: Knowledge of the Tohono O'odham culture, customs, and traditions. Expert knowledge of professional and advanced practice of medical policies and procedures related to the psychiatric/mental health care of individuals, families, and populations across the life span at risk for developing and/or having a diagnosis of psychiatric disorders or mental health problems. Knowledge of current Tohono O'odham Nation Health Care practices, policies and procedures. Knowledge of mores and customs of the ethnic group within the area and the ability to appreciate cultural differences and their effect on health care delivery. Knowledge of quality improvement and evaluation processes to improve patient care and facilitate monitoring and program planning. Knowledge of health record aspects of patient care and ability to record clinical data accurately and completely. Must have knowledge of current healthcare industry, Privacy Act, and security requirements. Must possess interpersonal communication skills, and attention to detail, and problem-solving skills. Ability to do word processing and to communicate electronically. Ability to provide guidance and leadership to other health care providers. Ability to maintain privileged confidential information. Ability to work independently and meet strict timelines. MinimumQualifications: Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized body in the year of the applicant's graduation. Completion of three years of accredited residency training in Psychiatry. Licenses, Certifications, Special Requirements: Must possess Board Eligibility or Board Certification as a Psychiatrist by the American Board of Psychiatry and Neurology (ABPN). Must have a permanent, full, and unrestricted license to practice medicine in the state of Arizona. Must maintain full prescriptive authority, including a DEA number. Upon recommendation for hire a criminal background and fingerprint check is required to determine suitability for hire. Must possess and maintain a valid Arizona driver's license, (no DUIs or major traffic citations within the last three years). Must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles. Must submit a 39-month driving record with the employment application. Based on the department's needs, incumbents may be required to demonstrate fluency in both the Tohono O'odham Language and English as a condition of employment.
