JOB OPENING CITY OF FARMINGTON JOB POSITION #29: Staff Accountant I NUMBER OF VACANCIES: 1 DEPARTMENT: Administrative Services / Finance PAY GRADE: K, Exempt SALARY RANGE: $44,656 - $54,863 / Annually DAYS WORKED: Monday - Friday HOURS WORKED: 8:00 a.m. - 5:00 p.m. TYPE OF POSITION: Regular, Full-Time WORK LOCATION: West Annex- 1st Floor APPLICATIONS WILL BE RECEIVED THROUGH: Open Until Filled JOB DUTIES ESSENTIAL DUTIES: Works under the supervision of the Controller. Supervision is not exercised in this position. Responsible for implementing the goals, standards and objectives of the Administrative Services Department as well as the goals, standards and objectives of the division. Using excellent communication and customer service skills, establishes and maintains effective working relationships with other employees, officials, and all members of the general public. Assists in maintaining reporting requirements for state/federal grants. Assists in evaluating legal compliance of grants, financial administrative regulations, and state statutes. Performs technical and administrative accounting work necessary in maintaining the fiscal records and systems of the City in accordance with generally accepted accounting principles and applicable federal and state governmental accounting standards. Prepares a variety of complex accounting reports and ensures timely completion of monthly, quarterly, and annual standard reports including completion of regular and special request accounting and budget projects; coordinates this activity with the Controller. Prepares various month end journal entries; makes calculations and enters them into general ledger accounts. Analyzes, addresses, and completes a wide variety of highly technical accounting transactions and processes. Ensures proper maintenance of the City's fixed assets in accordance with generally accepted accounting principles and governmental accounting standards; records, tracks, and monitors all fixed assets and infrastructure of the City from acquisition or construction to disposal or retirement; maintains the general fixed asset work order system; records adjusting journal entries; prepares year-end asset reports; prepares depreciation schedules; prepares and posts journal entries to the general ledger; review and enter compensating tax for Governmental capital assets; performs periodic physical inventory of fixed assets in accordance with the City's capitalization policy. Performs petty cash, cash drawer, and lodgers' tax audits to ensure compliance with the City's cash handling. Assists in monitoring of transactions and disbursements to ensure adherence to City policies including purchasing cards, travel, cash handling, finance regulations, and personnel regulations. Track all oil and gas royalties due from City assets, reviewing producer gas balancing statements and production volume reports. Verifies account numbers and work orders on reports, journal entries, and purchase requisitions for capital account reconciliation and WIP reconciliation. Assist in the annual preparation of the ICIP process. Performs monthly labor distribution to properly account for Building & Maintenance, Vehicle Maintenance, Streets, and Park's labor associated with work orders in the AS/400 computer system. Assists in the preparation of the Annual Comprehensive Financial Report (ACFR); assists auditors in the annual audit. Assists in the preparation of the annual Budget Report, Popular Annual Financial Report (PAFR), and Cost Allocation Plan. Provides technical assistance to City employees related to budgeting matters as needed. Prepares and/or assists in the preparation of the quarterly lodgers' tax report. Develops and documents job duties and accounting policies and procedures. Maintains the policy and procedure database in Microsoft Word. Cross train on other positions and train others to be a backup for this position. Maintains City of Farmington vehicles to keep clean and notify supervisor immediately of any issues. Keeps management and customers fully and timely informed of pertinent activities that affect them. As a member of a work team must exercise personal initiative and be a team player at the same time - willing and able to coordinate and cooperate with a variety of customer, supplier and colleague requirements. Assists the Controller and Staff Accountant II position in various duties as needed. Provides backup for the Accounting Assistant and Accounting Technical staff as needed. Works with Spreadsheet Server reporting tool to create and change reports. Maintains and adheres to safety procedures. Attendance at work is an essential function of this position. NON-ESSENTIAL DUTIES: May serve on various employee committees, as required and assigned. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position QUALIFICATIONS This position is subject to the City of Farmington's Drug and Alcohol Testing Policy which includes: pre-employment testing, post-accident testing, random testing, reasonable suspicion testing, return to duty testing, and follow-up testing. A pre-employment physical and or drug/alcohol test is required for this position. Extensive background checks required. Graduation from an accredited college or university with a bachelors degree in Business, Accounting or Finance, and two (2) years of experience in governmental accounting or any equivalent combination of education and experience sufficient to perform the duties of the position. Certification as a Certified Public Accountant (CPA) is highly desirable. Valid driver's license with acceptable driving record for past three years. Comprehensive knowledge of computer applications and software packages. Including, but not limited to, Central Square Public Sector, MS Excel, MS Word, MS PowerPoint, MS Access, Adobe Acrobat Professional, Google email software, and other electronic document management systems is required OR Preferred. Knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) statements, theories, and practices. Knowledge of City operating and expenditure accounts including FERC (Federal Energy Regulatory Commission) Uniform System of Accounts and work orders, and municipality accounting regulation as promulgated by the State. Ability to maintain efficient and effective accounting systems and procedures; ability to accurately account for City funds. Demonstrated analytical and technical/computer skills using government accounting systems, and proficient in the use of personal computers and software packages, including specific knowledge of Excel, Word, and Cognos. Ability to operate personal computer software programs, specifically Word and Excel, and to use mainframe software programs (AS/400Central Square) to compile reports and store data. Interest in team-building, strategic planning, organizational change and performance management. Excellent verbal communication, written communication, analytical and problem-solving, and customer service skills. Dedicated, but flexible team player that utilizes good judgment and discretion. Ability to communicate effectively. Strong work ethic, displaying initiative, adaptability, and integrity. Ability to work under stress and handle stressful situations AND/OR must be able to manage a heavy workload under pressure with tight deadlines and frequent interruptions. Ability to meet deadlines. Ability to operate tools and equipment listed. Ability to establish priorities, work independently, and proceed with objectives with minimal supervision. Ability to establish and maintain working relationships with co-workers, supervisors, other City personnel and the public. Must effectively communicate with management, purchasing staff, inter-departmental customers and suppliers. Communications must be efficient and timely to keep all informed of issues and pertinent activities that affect them. TOOLS AND EQUIPMENT USED: Ten-key / Internet / H T E Software / Wells Fargo CEO (Commercial Electronic Office Internet software / personal computer / Scanner / Shredder / Telephone system / Fax / Copier / Printers / Calculator / Software skills needed to perform daily duties include: Word, Excel, Spreadsheet Server, Adobe, Google, and IBM AS/400 Central Square governmental finance software. Operates a motor vehicle to assist in carrying out the business of the department and the City.
