The Director - Federal Contracts will work under the direction of the Vice President for Programs to develop and implement the organizational infrastructure, including personnel, processes and procedures necessary to support the successful bidding, implementation and management of federal contract awards. DUTIES Contributes to the mission of Lutheran Immigration and Refugee Service by providing day-to-day oversight and direction to a program area. In conjunction with the Vice President for Programs and other program directors establishes and carries out the strategic direction for the department. Develops and implements strategy to build capacity and expertise to win and manage federal contracts across multiple federal agencies. Acts as lead in securing funding from multiple sources and works in tandem with Business Development to identify potential funding sources and manage funder relationships. Hires, trains, and develops staff to successfully manage and grow federal contract business. Holds staff accountable for delivering quality work on time. Mentors and manages performance as necessary. Works to instill a sense of entrepreneurship across teams. Acts as role model and exhibits a high level of leadership, fosters transparency and is fair in all dealings with staff. QUALIFICATIONS Undergraduate degree in Business Administration and a minimum of eight years of government (Federal, State, Local) buyer and seller experience or equivalent combination of education and experience. 6+ years of progressively responsible experience managing staff. Experience drafting and implementing Government (Federal/ State/ Local processes, policies, systems), and interfacing with a DCAA, DCMA, GSA regulator / auditor. Experience in building a GSA schedule/ GWAC/ IDIQ/ MAC preferred. Risk Mitigation Framework planning and implementation. In-depth understanding of U.S. policies and programs related to refugee resettlement, unaccompanied children in migration, human trafficking assistance and/or asylum strongly preferred. Experience in directing complex multi-state and/or national programs/lines of business, and able to motivate teams to achieve agreed upon goals. Strong knowledge and experience with program management, compliance, developing performance metrics and reporting. Must be able to travel within the United States up to 25% of the time.
