The Guardianship Financial Manager is guided by the importance of the Public Guardianship Project's mission. The person in this position must demonstrate a high level of accountability and knowledge of all aspects of fiduciary administration, must prioritize activities on an ongoing, daily basis and must provide a high level of customer service to all individuals related to clients' accounts. Manages the assets of the clients in the Public Guardianship Project. Responsible for monitoring and updating records related to clients' benefits and expenses, investigating, securing, liquidating assets, reporting findings to probate court, assisting social workers with Social Security, Medicaid and veterans benefits. Provides assistance to the Legal Aid Society Finance Department and assists with other duties as assigned. The work schedule is as follows: 40 hours per week, Monday through Friday, 9:00 a.m. - 5:00 p.m. ESSENTIAL DUTIES AND RESPONSIBILITIES Manages and accurately records the clients' assets, income, expenses and disbursements to comply with program auditing and monitoring responsibilities and to ensure the appropriate use of client resources. Follows the instructions of the legal documents or instruments and acts in accordance with the instructions. Handles all aspects of client account management including opening/closing accounts, paying client bills, distributing allowances, keeping accurate and detailed records of all income, expenses and transactions, and reconciling all accounts on a monthly basis. Proactively monitors clients' accounts and takes action when appropriate to ensure sufficient funds to meet clients' needs. Maintains personal and real property on behalf of clients and ensures all important personal papers and valuables are secured. Provides accurate information to clients and beneficiaries upon request. In conjunction with clients' care management team, arranges for and coordinates necessary services and care for clients, makes referrals to appropriate community resources, and applies for benefits including Medicaid. Investigates, secures, and liquidates all clients' assets. Prepares and reconciles the Initial Inventory, Annual Accountings and Final Accountings on behalf of the clients and timely submits the reports to the Probate Court in compliance with Florida Statues and judicial requirements. Communicates clearly and effectively with program attorneys, paralegals and case managers. Responds to the court auditors' directives regarding any compliance issues. Assists social workers with approval process of Medicaid applications and veterans' benefits. Applies for Social Security benefits for the client and complies with reporting requirements. Keeps accurate accounting of time spent on each client's case through the online case management system. Records all daily activities and client case notes. Provides financial records for annual audits and tax preparation. Performs all duties in accordance with the Public Guardianship Project's policies and procedures, safety guidelines and client confidentiality standards. Assists the Legal Aid Society's Finance Department with daily deposits. Attends staff and other meetings as assigned. Maintains strict confidentiality of all information managed. Stays current on emerging professional accounting information. Complies with all agency policies and procedures. Works with other staff members to form a positive, supportive team atmosphere. Must work the days and hours to perform all assigned responsibilities and tasks, and be punctual and timely in meeting all performance requirements, including but not limited to, attendance standards and work deadlines. Must maintain courteous, professional and effective working relationships with employees and clients of the organization. Assists the Executive Director and/or supervisor with special projects, assignments and any additional duties as deemed appropriate or as needed. POSITION REQUIREMENTS A.S. or B.A. in finance or a related field, plus a minimum of two years of professional experience in bookkeeping, accounting or other financial management or legal services for older adults and/or persons with disabilities. Familiarity with accounting software such as Quicken, QuickBooks and others. Acceptable completion of Level Two criminal background check and credit report check. Must be meticulous with the ability to manage multiple responsibilities. Ability to make independent decisions, appropriate referrals, and identify issues which may require legal support. Strong communication skills and the ability to deal tactfully and respectfully with clients, family members, agencies/personnel and the general public. Sensitivity to the issues and difficulties that frail elders and individuals with disabilities may face, both physically and emotionally. Knowledge of or ability to learn the applicable laws and regulations pertaining to the services provided by the organization, including Guardianship, Special Needs Trusts, Representative Payee, and Powers of Attorney. Effective and excellent communication skills, both orally and in writing, as well as organizational and planning skills required. Considerable knowledge of and the ability to accurately apply, generally accepted accounting/bookkeeping principles and practices. Experience in guardianship accounting is a plus. Knowledge and ability to practically apply, modern office practices and procedures related to accounting/bookkeeping, including spreadsheet programs for personal computers. Considerable knowledge of or the ability to rapidly acquire knowledge of, applicable laws, rules and regulations governing accounting/bookkeeping activities and Public Guardianship Program. Ability to prepare and interpret financial reports and statements. Demonstrated ability to work as a team member, effectively communicate with multiple types of personalities, and collaborate with community resources such as banks, probate court and other agencies dealing with ward, easily and efficiently adapt to change. Ability and willingness to participate in ongoing professional development activities in order to keep current on new developments in the field and to enhance skills already maintained. SALARY RANGE: Salary depending on experience. Full benefits package in addition to salary (health, dental, vision, 401K, disability, life insurance).
