PURPOSE OF POSITION The Journeyman Plumber / HVAC Technician is a key member of the Facility Maintenance and Operations Department and as such is responsible to assist the Facility Manager in providing the most desirable environment for the educational program in the most cost-effective manner with respect to coordinating the day-to-day campus heating, ventilation & air conditioning systems. The position requires demonstrated competency, increased independence, knowledge, and the ability to perform routine and special assignments in the maintenance department. QUALIFICATIONS AND REQUIREMENTS High School Diploma required, and an associate degree preferred in Business or related occupational safety or construction fields or equivalent experience. New Mexico Construction Industries (CID) licensed Journeyman Plumber with Gas endorsement; JPG License required. New Mexico Construction Industries (CID) Boiler I certification within 12 months of NPS employment required. BIA Boiler School Certification within 12 months of NPS employment required. Five years minimum experience as a journeyman plumber. Minimum of 3 years of experience in the repair and maintenance of hot water heating boilers, steam boilers, fan coils, in-floor heat, RTU's, Gas Fired Unit Heaters, chillers, refrigeration appliances, washers & dryers, and air conditioning systems. Able to trouble shoot low voltage HVAC controls systems and all high voltage electric HVAC motor systems and respective components. Strong verbal and interpersonal skills. Good computer skills and working knowledge of Microsoft Office software (MS Word, MS Excel, and MS Outlook) desired. A valid driver's license. Knowledge of standard job safety methods, materials, methods, terminology, scheduling, reporting, inventory / procurement, construction, landscape irrigation systems, maintenance equipment, and tools. Able to operate backhoe, utility tractor, and off-road utility vehicles proficiently, Familiarity with Navajo Nation, NM State and Federal regulations pertaining to documentation requirements for environmental protection, health and safety, fire, hazardous emergency response and procedures, Occupational Safety and Health Administration (OSHA), and Asbestos Hazard Emergency Response Act (AHERA). Good customer service skills. Ability to listen, understand, refrain, follow, apply verbal and written instruction or direction; develop and maintain cohesive working relationships with others; respond courteously to public inquiries; learn and refrain specific and general information concerning school maintenance equipment, functions, and projects; partake and willingly be on standby for emergency coverage (before and after regular work hours; weekends, and holidays). Effective and professional communication skills for dealing with the community and the general public. Evidence of an understanding of the Native American educational systems. Evidence of a basic understanding of the Navajo culture. Ability to speak Navajo is preferred but not required. Physical stamina and strength to operate a variety of tools and equipment to perform physical tasks; will work in adverse conditions to extreme weather conditions for long periods of time and the ability to lift 90 pounds. Physical flexibility to safely operate and drive NPS vehicles and heavy equipment. Ability to work effectively and efficiently in the resolution of difficult and / or stressful scheduling. Must provide a recent physical from a licensed physician. Demonstrated aptitude or competence for assigned responsibilities. Navajo /Indian Preference: Consideration for employment will be given to Navajo, American Indian or Alaskan Tribal member with the required documentation including the necessary qualifications to meet the minimal qualifications of the position, in accordance with the requirements of P.L. 93-638 and the Navajo Tribal Code. The Navajo/Indian preference law shall apply in all aspects of the position. CLASSIFICATION Exempt professional / licensed position. COMPENSATION Payment: The position is placed on the approved NPS salary schedule. The position is salaried. TERM OF EMPLOYMENT Type of Employment: Contract Calendar Year. Must be able to pass a background check. Note: Notwithstanding the above, this position is subject to possible furlough, or reduction in force under NPS, Inc. Personnel Policies: due to unforeseen reductions in program funding that requires such general program changes. SUPERVISOR Facility Manager (Director of Maintenance & Operations) RESPONSIBILITIES AND DUTIES Supports and efficiently carries out responsibilities in accordance with Navajo Preparatory School Board, Inc. (NPS) Policies and Procedures. Represents NPS in a manner reflecting professionalism and which enhances community understanding of the program. Secures and protects the confidentiality of NPS, Inc. student and staff personnel information. Provides daily updates to the campus electronic work order system; Schoodude. Attains the New Mexico Construction Industries (CID) Boiler I certification within 12 months of NPS employment required. Attains the 80 hour BIA Boiler School Certification within 12 months of NPS employment required. Serves as the qualifying licensee for Navajo Prep School for the New Mexico Construction Industries Division licensing requirements for facility plumbing and gas maintenance. Conducts daily inspection of all heating boilers and chillers during the respective seasons and logs basic operational recordings. Takes leadership role in the HVAC development of the preventive maintenance program and determines work priorities; maintains records of time, material, and parts required in completing assignments, and conducts a progressive general building preventive maintenance, upkeep, and repair. Maintains maintenance equipment, assists, and provides guidance with the maintenance of the campus irrigation systems, and assists with construction and or demolition as called upon. Maintains the campus's low and high voltage electrical systems for HVAC motors, controls, and other HVAC components such as building exhausters. Performs minor to major plumbing or building repairs as called upon. Aids with campus improvement projects. Participates and completes all required training for heavy equipment and safety. Operates small trucks, dump trucks, off-road utility vehicles, backhoe, hydraulic man lifts and utilizes a wide range of plumbing and building repair tools and equipment. Works closely with the Facility Manager for controlling the campus BACNET building management HVAC system. Serves as a support member to the school Critical Incident Response Team (CIRT) that includes responsibilities for development of policies, procedures, drills, trainings, and utility disconnects. Maintain a safe environment and attend to the general welfare of students and staff. Relates and interacts with colleagues, supervisors, other school staff, students, parents, and community members in a professional manner. Be a positive role model for staff and students. Maintains current CPR/ First Aid Training / Blood Borne Pathogen Training certification. Provides for own professional growth through ongoing program of reading, and as scheduled by the supervisor, accepts, and actively participates in training related to the job. Makes use of the knowledge and skills learned on the job. Performs special event setups and furniture moves with other maintenance and operations staff as needed. Complies with local, state, federal laws and procedures for storage and disposal of trash, rubbish, and other waste. Ensures that all HVAC systems are maintained in a safe and efficient manner and meets the requirements of the safety requirements of the BIA, the Navajo Nation, Indian Health Services, and the City of Farmington Fire Department. Assists the Facility Manager with annual plumbing and HVAC budgets and planning. May be required to be available for after hours, weekend, and holiday emergencies; or be on call in absence of Facility Manager. Performs other duties as may be assigned by the supervisor.
