Salary: $80,721 - $85,000 Grade: 23 The Research Foundation for Mental Hygiene, Inc. is seeking one (1) qualified candidate to fill the full-time position of Contract Analyst Supervisor. The Division of Mental Hygiene of the New York City Department of Health and Mental Hygiene provides oversight for policy and programs related to mental health, alcohol and drug use prevention care and treatment, and developmental delays/disabilities. The Bureau of Administration is responsible for administering over 400 contracts with Community-based Organizations and hospitals and is responsible for payments and verification of claims submitted by these contracted entities. Duties and Responsibilities: Duties and Responsibilities include: Supervise a team of Contract Analysts in the reviewing and approving of Human Services contract budgets. Supervise Contract Analysts' time and leave, approving timesheets and coordinating coverage during time off. Train new staff and provide refresher training for existing staff. Collaborate with program staff to review and approve renewal, annual and startup budgets, contract amendments, budget modifications and other contract actions. Provide frequent analysis of agency performance, including PS and OTPS spending, revenue projection and revenue collection (Medicaid, third party insurance, self-pay etc.) Perform reconciliation exercises by integrating data from multiple systems. Prepare special reports upon request. Provide technical assistance to program staff and contracted providers. Primary DOHMH contact ref: budget issues. Participate in any special projects as assigned. Ability to effectively communicate verbally - hosting meetings and executing presentations. Ability to effectively communicate in writing - formulating mass communications to stakeholders, clearly providing instructions and task schedules. Ability to multitask and work in a fast-paced environment, e.g., juggling projects with varying deadlines and dealing with competing priorities. Excellent customer service skills, e.g., triage provider complaints and concerns Minimum Qualifications: A Bachelor's degree from an accredited college and four years of full-time, satisfactory professional, technical, or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, business or public administration, contract community relations, or related fields; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel performing work in program evaluation, contract negotiation/management, business or public administration; OR a four-year High School diploma, or its equivalent, and six years of full-time, professional, technical, or administrative work experience in one or more of the fields cited above; at least eighteen months must have been in an administrative, managerial, or executive capacity, or supervising professional personnel as described in "1" above. OR a satisfactory equivalent of education and experience as cited above. However, all candidates must have the eighteen months of administrative, managerial, or executive experience or experience supervising professional personnel as described in "1" above. Preferred Qualifications: At least 2 years of experience using Excel, ability to create and manipulate data sets using pivot tables, V-lookup, formulas etc. At least 2 years of supervisory experience.
