Accounting Business Analyst POSITION SUMMARY Under the supervision of the Senior Accounting Manager , the Accounting Business Analyst will be primarily responsible for interpreting business and system needs into requirements for data improvements, analysis, specifications, and techniques for managing various systems used for billing. The Business Analyst may work on multiple requests simultaneously for more than one program. The Business Analyst is involved in various types of solution approaches (custom development, data gathering, data improvements, etc.) and solution domains (business applications, data warehouses, web services, infrastructure, etc.). The Business Analyst is engaged in work efforts at various scales ranging from minor defects fixes and enhancements to assist with developing new applications and software decisions for the Financial Operations Department. Specifically, the primary objective for this role is to utilize expert knowledge and best practices to enhance billing models, business analysis, budgeting and forecasting, business partnering, planning, financial modeling, variance analysis, and reporting. ESSENTIAL FUNCTIONS AND RESPONSIBILITIES Reviews documents, existing procedures, and processes and recommends where automation or improved processes can be implemented. Designs and develops new departmental resources & procedures when appropriate. Investigates and identify root causes of system and application errors. Re-engineers processes to ensure that program needs are met, and efficient processes are in place. Provides systems support to the financial operations staff for the accounting system and related tools and applications . Perform high-level expenditure and revenue forecasting analysis, capital improvement projections, and other related matters of budget projections to assist senior management and department heads in making informed decisions. Coordinate with internal & external stakeholders to build more efficient processes, required reports & metrics as required. Stay abreast of current trends and government regulatory environments that affect HYFS's ability to bill accurately, specifically the State of Illinois, DHS, DCFS, etc. Analyze past and present financial results and estimate future revenues and expenditures for budget and monthly forecast. You will write computer programs, macros, and scripts to enhance and integrate existing technologies and/or facilitate user processes. Suggest using V-Lookups, Pivot tables, macros, and other data uses to enhance billing production and create departmental efficiencies. SKILLS and ABILITIES Must demonstrate a commitment and aptitude for timely delivery of all time-sensitive requests and reporting. Must be able to perform analytical thinking and analysis and work with great attention to detail and accuracy. Must have the effective skills needed to communicate, verbal and written, with management and coworkers at all levels of the agency. Must be able to be highly productive, accountable, and dependable and have the ability to work as part of a team. Must possess a customer service attitude and display a professional and ethical manner at all times. Must be acceptable and willing to embrace change and improvement of ones- self, as well as for the Financial Operations Department. Must seek and attend appropriate training sessions related to governance and execution of Federal and Illinois-funded programs, no less than annually. Demonstrate leadership qualities. EDUCATION AND/OR EXPERIENCE Must be at least 21 years of age Must possess and maintain a valid driver's license Must possess and maintain proof of automobile insurance Must possess, at a minimum, Bachelor's Degree *preferred with emphasis in Finance, Business Administration, Accounting, or Information Systems. Three to five years of related work experience Proven experience with business and technical requirements analysis, elicitation, modeling, verification, and methodology development Demonstrated project management and software skills, including planning, organizing, and managing resources. Working knowledge of Windows office systems Knowledge of ERP / Office Suite Systems / Expertise in Excel & PowerPoint. Demonstrates excellent written & verbal communication & presentation skills. Ability to exercise good judgment, courtesy, and tact in dealing with the public and other employees, in giving and obtaining information, and in making proper disposition of problems as they may arise. CARE & TCI One of the essential job functions of any position within the agency is to align your performance with our overarching philosophy of CARE. All decisions, actions, communication, and performance should align with the six CARE principles (Developmentally Focused, Family Involved, Relationship Based, Ecologically Oriented, Competence Centered, and Trauma Informed). Not only must you complete the CARE training with satisfactory participation, but you must then put that training into practice in your everyday work. Every employee must also pass TCI training with a satisfactory grade in written and/or physical testing. All employees must remain current on refresher training that is provided monthly at all locations. You will be tested every six months on the physical portion, if applicable to your position. You will be tested annually on the written portion, regardless of your position. If you are not current on your TCI refresher training every six months, you will be required to retake the full course. If you do not pass either test, you may be required to retake the full course.
