Department: Transmission FT/PT Status: Full Time JOB DESCRIPTION: Position Summary: To provide for a position classification, rendering maximum service to FKEC through the proper operation of the Cooperative's electric system, during normal and emergency conditions. Authorized to take any reasonable action necessary to assure system security, reliability, and continuity of service of the distribution and transmission system of FKEC. Essential Duties and Responsibilities: Monitor, through SCADA (Supervisory Control and Data Acquisition), the status of FKEC's electrical system, noting and correcting any irregularity which may jeopardize the system integrity. Report any uncorrectable irregularity to the Supervisor or, in his/her absence, the proper department head. Operate, through SCADA, all transmission lines & interconnection points, all transmission and distribution equipment located within substations, and requests generation as necessary. Operate, through SCADA, all DA/DSM, distribution automation & demand-side management, equipment located throughout FKEC's service territory. Operate, through SCADA, all equipment in accordance with manufacturer guidelines and recommendations. The System Operator shall, during normal and emergency conditions, have the authority to take or direct timely and appropriate real-time actions, including shedding of firm load to prevent or alleviate any System Operating Limit or Reliability Operating Limit violations, without, first, obtaining approval from higher-level operating personnel. Authorized to follow reasonable and prudent courses of action by the Reliability Coordinator to mitigate interconnection emergencies. The System Operator is responsible for complying with all applicable NERC and FRCC reliability standards and is authorized to use any FKEC resource available in providing quality and timely service to FKEC Members. Receive requests for switching, understanding nature and scope of work, to effectively provide for a safe employee work environment. Proficient at reading, comprehending, issuing, and carrying out written switching orders to the point of issuing clearances to work crews. Proficient at assessing varying degrees of emergency situations, prioritizing, writing, and carrying out switching orders. Receive and dispatch all routine and emergency trouble calls to service personnel. Shall properly operate and maintain computer systems allowing for the highest level of productivity and efficiency. Provide routine and required reports and documentation as scheduled and appropriate, including records of accumulated overtime for all outside employees. Monitor all available sources of weather information, advising critical operations as necessary. Monitor and document local weather conditions. Monitor intrusion alarms at remote facilities, and act as reporting authority to the local sheriff. Use iVue software to review consumer account information as necessary in response to consumer inquiries and to advise the best course of action. Consult with members concerning electrical service and FKEC Operational Policies. Proficient in Microsoft Office software such as, but not limited to, Word, Excel, Access, & Outlook. Marginal Responsibilities: Conduct - Shall maintain Professional Conduct through examples of leadership, honesty, integrity, and respect. Shall offer assistance and perform other duties as necessary or that may be assigned with a positive proactive posture to achieve FKEC corporate commitments. Safety - Shall follow and promote FKEC's Safety Program and Corporate safety goals Communications - Provide timely and professional communications associated with internal and external customer service. JOB QUALIFICATIONS: Education: High school diploma or equivalent required. System Operator shall possess and maintain, at a minimum, the NERC System Operator TO certification Training and Experience: Two (2) years in power system dispatching, line experience, or equivalent. Background in computer operations is essential. Must possess strong communications skills to effectively interact with all other FKEC departments. Ability to read and comprehend technical manuals and schematics of electrical drawings is essential. Must be knowledgeable in the principles of electricity as applied to the operations of electric power generation, transmission, and distribution systems. OTHER JOB INFORMATION (if applicable): Additional Requirements: Must have, or be able to obtain, a valid Florida Driver's License. Must use cybersecurity best practices and use responsible conduct in online environments and while using email. Observe and practice all safety policies and rules. Extra hours may be necessary during emergencies or when the workload demands. Residency requirement: Worker for this position is not required to live within the FKEC service territory, but it is highly recommended. Working Conditions Worker is subject to inside environmental conditions with occasional potential visits to outside areas or substations. Worker is required to have the ability to walk, stand, bend, reach, kneel, crouch, and perform medium lifting, up to 50 pounds. Worker must have precise eye/hand coordination to effectively and safely operate Supervisory Control Equipment. Worker needs to have the ability to remain seated for several hours of the day/night. Worker must have the ability to use fingers as in typing or using a computer. Due to unexpected interruptions of service and system abnormalities, this job may require employees to work additional hours. Department operates 24 hours 7 days a week, requiring flexible rotating shifts. Worker must have the ability to effectively hear detailed information through oral communications and to make fine discriminations in sound. Worker must have the ability to, through the spoken word, concisely, quickly, and loudly conveys detailed or important instructions for proper radio communications. Worker must have the ability to discern the various colors used by the "SCADA" system. This position requires light work exerting up to 20 pounds of force occasionally, and/or up-to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
