Classification Specification Wilson County, Tennessee CLASSIFICATION TITLE: Director – Wilson County Television FLSA STATUS: EXEMPT Salary = $71,507.80 - $82,136.60 per year depending on qualifications PURPOSE OF CLASSIFICATION This classification is responsible for the management and operation of the county’s Public, Education and Government (PEG) Channel known as Wilson County Television (WCTV). This position will report to the County Mayor. This classification is responsible for development and maintenance of the overall PEG access operation including administration, budget preparation, and overall supervision related to staff and activities. ESSENTIAL FUNCTIONS The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Record all Commission meetings, edit, and post to the PEG channel and all county-owned social media accounts. Provide oversight and management of all media production activities, ensuring adherence to quality standards and timely delivery of content. Manage the digital media budget, optimizing resource allocation while adhering to fiscal constraints. Stay updated on the latest media technology and trends, integrating innovative practices to enhance content quality and audience engagement. Ensure compliance with FCC regulations and county policies, upholding the highest standards of professionalism and ethical conduct in all operations and content. Managerial *The management and production of live and recorded programs for WCTV. These programs include: public meetings various government supported community and/or recreational events, WCTV produced programs and other programs that may be submitted and approved by WCTV. *Hire staff to carry out all WCTV services and activities. These duties include: direct and supervise, including scheduling, planning, organizing, training, motivating, evaluating and disciplining WCTV staff. *Prepare the annual budget for WCTV and present to committees as decided by county mayor *Develop and present reports as requested and as needed by county mayor *Determine production and office equipment/supplies needs and manage the preparation of bid specifications, vendor selection, etc. *Manage equipment inventory *Assist in the review of cable franchise agreements *Seek program sponsors/underwriters where applicable Production *Producer – manages and oversees the production of programs including: creating programs, securing guests, scheduling shoots for programs, choosing talent, etc. *Director – manage all activities (editorial and creative) involved in making a television program. *Videographer – responsible for recording events on either/both still camera or video camera which includes set-up/take-down and operation of video and audio equipment and lighting equipment in the field and in the studio. *Editor – manage material such as camera footage, dialogue, sound effects, graphics and special effects to produce a final video product, upload programs to WCTV’s YouTube Channel when appropriate and when needed, edit downloaded or submitted programs to meet PEG channel regulations. *Talent - perform occasional on-camera and voice-over work for WCTV productions. Technical/Computer Functions *Video Engineer and Engineer Assistant – with the help of vendors, equipment support staff, and/or consultant – install and maintain video equipment for the operation and broadcast of WCTV. *Assist cable companies’ technical team to ensure signal (audio and video) is working. *Assist consultant to ensure WCTV streaming device is working and updated as needed. *Assist Wilson County IT department, if needed, to ensure the network at the WCTV studio is functioning to meet network needs. *Perform broadcast equipment updates either alone, or with help. *Review internet connections (coaxial and fiber) and both the WCTV studio/office and the courthouse on regular basis to ensure it meets WCTV’s needs. *Program Scheduler – uploads, manages and schedules the programs that are broadcast on WCTV via a software program called CableCast. *This includes programs produced by WCTV and programs from other sources. *Digital Signage Creator and Scheduler – creates, uploads, manages and schedules images/video that are broadcast on WCTV via a software program called Carousel. *These images appear between programs and are informational only. *Images can be created using Carousel’s template or via other programs as long as it meets the Carousel specifications. NOTE: CableCast and Carousel are companion pieces of equipment – only work in tandem. *The management of both CableCast and Carousel includes ability to use a computer to remote access the scheduler during live broadcasts and to make changes to the schedule as needed. Social Media/Web Site Functions *Administrator/content creator of two social media accounts: Wilson County, TN Government and Wilson County Television. *Those platforms include: Facebook, Instagram and Twitter for both accounts. *Responsible for creating/writing and uploading content (including still photos and/or video) to all social media accounts. *Create and manage content for WCTV’s web site page – this includes working either/both with the Wilson County IT Department or with webmaster *Upload and manage content on the WCTV YouTube channel ADDITIONAL FUNCTIONS License Required: Possession of a valid and appropriate Tennessee Driver's License for operation of company vehicles. MINIMUM QUALIFICATIONS Education and Experience: Any combination of training, education and experience that demonstrates an ability to perform the duties of the position. The typical qualifying entrance background is college-level coursework in broadcasting or communications; AND a minimum of three (3) years increasingly responsible managerial, supervisory and/or administrative experience in a PEG access television-related environment with regular customer contact and training, programming and production duties. Bachelor's degree in broadcasting, communications, business management or a closely related field highly desirable. Preferred qualifications: project management with a track record of managing complex budgets and production schedules; digital media production and distribution; and familiarity with FCC regulations and legal standards. Environmental Conditions: Constantly work indoors. Rarely work outdoors. Frequent use of cameras, recording devices and other products and equipment related to production of PEG access programming; personal computer, including word processing, database and spreadsheet programs; motor vehicle; small hand tools; ladders; calculator; telephone; copy machine; and fax machine. Work both with others and alone. Occasional exposure to excessive noises.
