GENERAL PURPOSE Manages the operations of the jail facilities for the Town of Pecos City Municipal Criminal Justice Center. Supervises personnel and manages the budget and inmates. Responsible for and exercising command over the functions of the Detention Division of the Pecos Police Department. SUPERVISION RECEIVED Reports to the Chief of Police. SUPERVISION EXERCISED Work requires supervising and monitoring work performance through the assistance of other supervisors or administrators, including making final decisions in hiring and disciplinary actions, evaluating program/work objectives and effectiveness, and realigning work and staffing assignments, as needed. ESSENTIAL DUTIES AND RESPONSIBILITIES Supervises employees by performing hiring and disciplinary functions, conducting performance evaluations, providing leadership, guidance, and direction, and ensuring employees meet licensing and training requirements. Performs other duties by assisting attorney's Federal, State, Local, and the public with concerns regarding facilities and inmates. Provides a safe and secure facility for inmates by inspecting facility, coordinating repairs with maintenance, and maintaining structural integrity for facility and systems. Administrates the budget by identifying costs, requesting sufficient funding for efficient operations, monitoring expenditures, instituting cost control measures and pursuing potential sources of revenues and grant opportunities. Responsible for all activities of the Detention Division. Directly supervise the Lieutenants. Be responsible for the inventory of all city property in the Detention Division Act as an arbitrator in all disputes within the division. Decisions by the Jail Administrator are appealable to the Chief of Police. Coordinate training for all detention personnel. This would include making sure that all Detention personnel comply with training requirements equivalent to TCOLE and mandated correction requirements. Review and approve all Detention policies. The Jail Administrator will be involved in matters of personnel, including but not limited to promotions, commendations, inter-departmental transfers, discipline, and employment. Act as a liaison between the United States Marshal Service and the Town of Pecos City/Pecos Municipal Criminal Justice Center Detention Division. Any duties that may be designated by the Chief of Police. MINIMUM QUALIFICATIONS Education and Experience: 1.- High School Diploma/General Equivalency (GED)-required. 3.- Degree in Criminal Justice (preferred) or related field. 4.- Municipal Jailer Training through TEEX-passing all components of training. 5.- Minimum of five years of correctional supervisory experience is required. SPECIAL REQUIREMENTS Must be at least 21 years of age and have previous experience in the correctional setting. Obtain Jail Administrator Certification within 1 year. Basic knowledge of PREA requirements, audits, and reports. TOOLS AND EQUIPMENT USED Personal computer, Jail Management Software, 10-key calculator, phone, copy machine, fax machine, radio, handcuffs, handgun, rifle, etc. PHYSICAL DEMANDS While performing the duties of this job, the employee is frequently required to sit, stand, crawl, talk, hear, and manipulate objects. The employee must occasionally lift and/or move up to 50 pounds. WORK ENVIRONMENT The work environment characteristics described herein are representative of those and employees typically encounter while performing the essential functions of the job. The noise level in the fieldwork environment is typically moderate.
