Assists the IDA Coordinator in monitoring administrative processes ensuring compliance with department procedures, develops and conducts training to maintain efficiency in administrative processes, and provides supervision to administrative staff in the absence of the IDA Coordinator. Additionally, this position ensures full compliance with external agency requirements and Florida Statutes governing the administration of grant funds; accessibility, utilization, and security of criminal history records; retention of public records; and coordinated responses to public records requests. ESSENTIAL DUTIES Assists OIDA Coordinator in monitoring and reviewing work of administrative staff to ensure compliance with department procedures, delegates tasks to ensure timelines are met, develops and conducts training opportunities to improve job skills and promote efficiency. Supervises and develops workplans and schedules for volunteers, interns, and summer youth participants. Directs the supervision of administrative staff and daily support functions in the absence of the OIDA Coordinator. Administers all fiscal aspects of OIDA operations, including independent preparation and analysis of financial and statistical reports. Monitors expenditures for the three division budgets associated with OIDA operations. Prepares quarterly fiscal reports for review with department director and division supervisors and performs cost-savings analysis and proposes recommendations to maximize fiscal stewardship and efficiency. Prepares the annual budget for OIDA including budget requests and amendments. Maintains budgetary accounts within established County policy. Reconciles department expenditure and revenue accounts through financial reports to ensure accuracy in postings by the Clerk's office. Prepares and accurately codes documentation for daily bank deposits of department's revenue collections. Verifies accuracy of invoices from vendors and prepares and distributes monthly invoices for payment of services. Monitors and processes purchasing card transactions, prepares monthly statements for approval and assigns appropriate account numbers to transactions and documents. Coordinates and interacts with the Florida Department of Law Enforcement (FDLE) to ensure OIDA's compliance with FDLE's policies and procedures and Florida Statute governing access and security of confidential criminal history records retained through the FCIC/NCIC databases. Maintains all records required for on-site and desk audits to demonstrate department's compliance with background checks, required certifications for all County and contracted employees, and physical site restrictions. Coordinates proper retention and destruction of public records in accordance with Chapter 119 F.S. Serves as department liaison to citizens and criminal justice stakeholders for public records requests. Assists staff with compiling and providing appropriate documentation to the County Attorney's Office for timely responses to records requests. Administers all aspects of the Justice Assistance Grant (JAG) reporting ensuring timely submission of quarterly fiscal reports including expenditure reports in compliance with approved utilization, program generated income (PGI) reports, PGI spending requests, and quarterly performance reports. Compiles and maintains all documentation in compliance with JAG grant requirements (i.e. time sheets, payroll deposits, expenditure invoices and canceled checks). Serves as department coordinator for procurement process. Identifies appropriate and efficient procurement process (ITB, RFP, RFQ, etc.) for required services and goods within Purchasing/MWBE guidelines. Assists division supervisors and department director in the development of procurement documents and requisitions. OTHER IMPORTANT OR MARGINAL DUTIES None. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of fiscal management and standard office practices and procedures. Knowledge of personal computer software (Word, Excel, Smartsheet, etc.). Knowledge of Leon County Personnel Policies and Procedures. Ability to communicate clearly, effectively, tactfully in writing and verbally. Ability to initiate and follow through on assignments with attention to detail and minimal direct supervision. COMPLEXITY OF WORK Employees in positions assigned to this class perform work tasks that involve general and specific knowledge of office and program functions and activities. Work involves the application of standard office practices, judgment, and County policies and procedures. INTERNAL AND EXTERNAL CUSTOMER CONTACT Work involves contact with employees in other departments or outside the County to obtain or supply information. EQUIPMENT AND TOOLS USED Tools and equipment used are personal computer; word processing software, spreadsheet software, adding machine/basic or scientific calculator. WORK ENVIRONMENT AND PHYSICAL DEMANDS Work is usually performed in an office environment. The employee is regularly required to sit. MINIMUM QUALIFICATIONS Requires graduation from an accredited community college with an Associate's degree in Commercial Banking, Finance, Public Accounting or a related field and two years of related work experience; or an equivalent combination of training and experience and. Necessary Special Requirements : All Leon County employees (regular full-time and part-time, OPS, and PRN) are required to work before, during and after a Declared Local State of Emergency (DLSOE).
