Responsibilities: The Environmental Project Engineer will help champion environmental design and due diligence as it relates to the company. This position will work with the project team, Environmental Affairs, and local HSE teams to steward application needs and balance design with operating impact. The Environmental Project Engineer will help to collate and steer best practice design, help to determine where plant waste streams are optimally suited, ensure that the plant is designed and built-in accordance with the Texas regulation and the permit requirements.  This role will be part of the design team and participate in engineering reviews, PHAs, 3D models reviews, in order to get the necessary input to complete the deliverables.  This assignment will migrate into pre-start-up reviews, commissioning checks and start-up, and ultimately to put in place and operate the compliance programs. Support necessary permit submissions for the circular economy investment in a timely manner with enough application accuracy to avoid rework. Take the complex and convert it into a manageable environmental project program which allows for interfacing with the investment areas, multiple stakeholders. Assist in developing, communicating, and tracking the required engineering deliverables where multi-step development is necessary to obtain the licensing and legal compliance requirements. Facilitate and assist in developing design or programs that balance permit success with economic project impact (ex. execution of appropriate “best-available-control-technology evaluations, and engineering modifications as needed to support resolution of environmental impacts issues). Facilitate and assist in providing information necessary for timely completion of estimates of air, water and waste which support regulatory requirements. Facilitate and assist in providing all other information necessary for timely completion of air, water, and waste permits. Assist in summarizing, communicating, and tracking design aspects critical to complying with air, water and waste permit/regulatory requirements for performance, monitoring and/or recordkeeping requirements (e.g. legal compliance) Assist as required with Texas Env Operation’s led representation of site interests at government agencies and associations. Represent the design team’s environmental aspects with consultants, service companies, and within the company. Participate in risk assessments as needed (PHA, environmental impacts analyses led by TXO EO and/or consultant) and facilitate information needs capture and timely resolution of action items. Acquires and documents environmental applicability and non-applicability for all medias. Collaborate with other environmental resources throughout the company to benchmark and identify best practices. Draft SOP’s for environmental compliance programs for the investment site to operate post mechanical completion and set up associated training. Serve as a resource for practices, programs, and analysis/resolution of issues in environmental compliance, data collection, and reporting which may include complex analysis or solutions. Qualifications: Bachelor of Science degree in chemical or environmental engineering or equivalent technical degree 5 years exempt level experience in project, manufacturing or environmental assignment that requires interaction with manufacturing plants. Demonstrated knowledge in environmental regulations in a chemical manufacturing setting. Knowledge of TCEQ requirements Proven ability to timely implement and execute established plans and procedures. Basic computer aptitude (database use, spreadsheets, word processing, presentation preparation) Strong communication and negotiation skills to interact and influence all levels within the company and outside the company. Ability to simplify complex material or situations. Flexible to adapt to changing priorities quickly and effectively. Strong organizational skills and ability to find practical solutions to environmental issues. Effective communicator and works collaboratively multi-faceted team environment. Powered by JazzHR
