Basic Eligibility For A Position With The NRO U.S. Citizenship is required You must be able to obtain and maintain a TS/SCI security clearance You will be subject to pre-employment and periodic drug testing You will be subject to pre-employment and periodic polygraph examinations Where You Will Work The Mission Integration Directorate (MID) is responsible for teaming with the National Reconnaissance Office NRO and mission partners to provide integrated national reconnaissance solutions to satisfy Intelligence Community (IC), DoD, and civil customers’ most urgent intelligence needs. MID empowers users and mission partners to benefit from the full range of NRO capabilities. MID’s mission is to deliver access, content, and timeliness of relevant data to both IC and military customers. MID is comprised of the Operational Integration Office (OIO), user engagement groups, and supporting staffs. The Defense Programs Group in MID serves as the representatives to the national intelligence, military, homeland security, civil, and law enforcement communities and improves awareness of, and access to, NRO data and capabilities. The Senior Field Representatives to the Office of the Director of National Intelligence (ODNI) represents the NRO within ODNI and facilitates communication between NRO and our partners to ensure mutual understanding and unity of purpose. They help the organization to work together in an integrated team approach by establishing and maintaining close and continuous relationships and communications between the ODNI other organizations and agencies, and the NRO enterprise. Field Reps serve as technical or subject matter experts for the NRO, providing education and awareness of NRO capabilities to the supported organization and understanding user requirements to bring back to NRO. This position also serves as the Chief, National Programs Team, acting as a focal point for NRO overhead systems and tools support to various inter-agency partners across the whole of United States Government. This portfolio includes a myriad of Law Enforcement Agencies, Civil Service Agencies, the Department of Homeland Security, the US Coast Guard, the Office of the Director of National Intelligence and many others. As part of the MID engagement effort, this position provides engagement support, liaison,training, and subject matter expertise for the NRO's Inter-agency interactions as well as communicating requirements internally with other NRO Directorates and Offices (D's & O's). The position of NRO Senior Field Representative to ODNI is based out of NRO Headquarters in Chantilly, VA, with part time (~20%) spent at ODNI Headquarters in Tyson's Corner, VA. Travel requirements include to the Continental United States (CONUS) and OCONUS as needed. The candidate selected for this position will have the opportunity to a work flexible work schedule, pending supervisory approval and mission requirements. The Senior Engagement Representative to ODNI provides technical and professional advice on engineering, programmatic or intelligence community related issues affecting the NRO. This is a new position reporting to MID/DPG and works on planning, evaluating, and executing programs, which impact national security; and/or extending the existing parameters of technical and scientific knowledge and its application and practice. What You Will Be Doing Serves as senior NRO representative at ODNI, Law Enforcement, Office of Homeland Security, US Coast Guard and other Federal/Civil conferences and meetings with representatives from the ODNI, other IC partners, military services, federal agencies, and private industry; Represents the NRO at multiple organizational levels within the ODNI, Office of Homeland Security other federal/civil agencies; Provides coordinated NRO responses to action items resulting from engagements and will consolidate and coordinate requirements for NRO support and/or capability development; Report on high interest activities accomplished by the team to senior leaders and across the NRO Enterprise; Interface with ODNI staff centers and provide advice on policies, procedures and problems related to the collection, dissemination and use of data derived from national systems; Provide NRO Subject Matter Expertise to NRO customers and stakeholders for increased awareness of NRO Overhead Systems capabilities and NRO Program Advocacy; Provide advice and information on NRO satellite, ground infrastructure, tools and data to support planning and mission assessment; Advise on policies, procedures, and solutions related to the collection, dissemination, and use of data derived from NRO Overhead Systems Articulate NRO policy and positions to ODNI and staff and advise NRO on ODNI issues, priorities and projects; Advise Stakeholder senior leadership and staff; Director, NRO; and NRO Senior Staff on the development and integration of NRO Overhead Systems and capabilities to improve joint interoperability and effectiveness; Develop NRO executive level engagement strategies with ODNI, DHS, FBI, USCG and other decision makers; Arrange demonstrations and briefings to introduce new capabilities; Develop strategies and plans for new and on-going engagements across the partner portfolio; Coordinate access of Interagency personnel visiting the NRO and its sites; Manage and lead a team of senior contractors and military responsible for a diverse portfolio of NRO Partners Disaggregate complex, long term projects into serial and/or sequential subtasks, optimizes allocation of those subtasks to team members and guides progress towards a successful project conclusion Develop and modify analytic models and methods to meet the requirements of cost, performance, and effectiveness studies and variance analyses Gather historical cost, performance, and effectiveness data and establish relationships between system characteristics and design criteria Synthesize science and technology capabilities to create new concepts and prototypes with little supervisory oversight Evaluate research and development test results with limited supervisory oversight Interact with NRO user community regarding system requirements and/or operational objectives Assess effectiveness of operationally fielded capabilities What You Need The General Engineer position requires minimum education of a Bachelor’s degree. STEM degrees (e.g., engineering technology, physics, chemistry, computer science, mathematics,) are preferred however a Bachelor's degree, with a combination of technical coursework, licenses, training, and applicable work experience may be considered. Technical Analyst/Interdisciplinary Technical positions require a combination of education (certifications included) and experience. Qualifying experience may have been acquired in any public or private sector job or through coursework, but will clearly be reflected in your resume. Experience in advanced multidisciplinary engineering or related engineering/technical discipline, concepts, principles, practices, standards, methods, techniques, materials, and equipment sufficient to apply experimental theories, principles, and concepts to project development, execution, and advisory services. Excellent interpersonal, organizational, and management skills to conceptualize and effectively lead complex analytic projects with limited supervision Excellent communication skills, including ability to communicate effectively with people at all levels of leadership and ability to give effective oral presentations at levels appropriate and tailored to specific audiences. Demonstrated collaboration experience across the Intelligence Community and/or DoD within the armed services and/or combatant commands (SPACECOM, INDOPACOM, STRATCOM, EUCOM, etc). Experience with NRO operations, architecture, acquisitions, and/or capabilities. Seeks continuous improvement; requests performance feedback from peers and management. Demonstrated understanding of the NRO mission, roles, responsibilities and capabilities. Knowledge and understanding of NRO overhead reconnaissance (GEOINT, SIGINT and MASINT) systems and capabilities, data dissemination methods, and user tools. Knowledge of the Tasking, Collection, Processing, Exploitation and Dissemination (TCPED) process of NRO-derived data. NRO Program Office and/or NRO Directorate experience. Intelligence Community and/or DOD experience supporting operations or capabilities development. Experience and/or knowledge of topical issues relevant to ODNI focus areas. Location Chantilly, VA Salary This position meets the qualifications for Defense Civilian Intelligence Personnel System (DCIPS) Targeted Local Market Supplement (TLMS) STEM pay for NRO Cadre employees and candidates as authorized by the office of the Under Secretary of Defense for Intelligence and Security’s (OUSD(I&S)). Cadre employees and candidates are eligible to receive STEM pay if they are currently serving in a STEM designated position. Should a Cadre employee or candidate earning STEM pay change positions within the organization, they must be assigned to another STEM qualifying position in order to continue to remain eligible for STEM pay. Otherwise, Cadre employees and Candidates Generally would be transitioned to the DCIPS GG Pay Scale.
