MISSION/VISION Secure Illinois Retirements brings together public sector workers, elected officials at both local and state levels, and members of the community under one umbrella to seek resilient and sustainable solutions, not quick fixes, to our state’s public pension shortfall. BACKGROUND Launched in 2023, Secure Illinois Retirements (SIR) is an independent, non-profit organization seeking to educate and empower public sector workers. SIR provides public sector employees with information about how their pensions are at risk, and how this situation could affect their retirement futures, especially given the fact that most public sector workers in Illinois are not eligible to receive social security. Public sector employees should be involved in securing their own retirement within every community in Illinois and they will identify the solutions that work best for them . Without solutions, the pension funding challenges in Illinois will continue to affect the retirement security of public sector workers and the health of the state and local municipalities. The goal of SIR is to bring together public sector employees and elected officials in Illinois to find sustainable solutions to the underfunding of pensions. All public sector employees in Illinois deserve a sustainable and resilient pension system that is not at risk when the next financial crisis or pandemic hits the country. SIR will provide a platform to convene and discuss the current challenges and the various levers for potential solutions. Educating, empowering, and mobilizing public sector workers to lead the charge is the key to success. Working together, Illinois police, firefighters, teachers, municipal employees, and state employees can influence local and state governments to act. SIR will leverage existing research and networks to facilitate these productive discussions and support action. THE OPPORTUNITY Based in Illinois , Secure Illinois Retirements was founded by concerned citizens whose families have a long history in public service as Chicago Public School teachers and public sector workers. For decades, these citizens have followed the Illinois pension challenges and grew increasingly frustrated that the underfunding of pensions remained unaddressed for so long. Some pension funds may not be able to pay out benefits to workers, though their benefits are protected by the Illinois Constitution, because elected leaders are not being forced to make required contributions. SIR was founded to bring the potential pension shortfall issue to the forefront and encourage fruitful discussion among involved parties to identify and advocate for workable solutions. This work is critical as public sector workers rely on their pensions in lieu of receiving social security. With many of the organization’s foundational elements in place, SIR is seeking an extraordinary leader to be the Executive Director reporting directly to the Board of Directors. This individual’s role is to lead the organization in developing and executing strategies to educate and rally key stakeholders and interested parties about the potential negative effects of continuing to delay solutions to the public sector pension challenges in Illinois. Once the problem is acknowledged and individual groups have identified potential workable and sustainable solutions, the Executive Director, and the SIR team will serve as a resource to facilitate discussions leading to resolving the funding shortfall throughout the state. Dynamic leaders have laid the groundwork for the nonprofit by interviewing the key individuals and stakeholders who have attempted to make progress on the pension issue in the past. These discussions helped to shape thoughts on messaging, strategy, and materials to drive awareness, discussion, and action. After executing mobilization and engagement strategies, SIR’s emphasis will be on working with stakeholders to support the development of creative and resilient policy solutions that secure retirement funds for public sector employees who do not receive social security benefits. With two years of operational funding in place, the Executive Director will chart the path forward in partnership with the Board of Directors . The Executive Director will have primary responsibility for establishing metrics of success ; finalizing, updating, and implementing the strategic and operational plan ; and managing the budget. There is an opportunity to attract new board members, creating and implementing outreach and engagement strategies, and ensuring union engagement. With the organization now fully launched there is a need for a politically savvy leader to build a movement that results in strategies to achieve fully funded pensions. POSITION DESCRIPTION Reporting to the Board of Directors, the Executive Director is responsible for the executive management and organizational well-being of all aspects of SIR’s programs and initiatives. This individual will work with the Board, public sector workers and unions, and elected officials to build on existing relationships and networks. The Executive Director will be responsible for developing, creating, and stewarding a culture that is highly intentional, motivated, accountable and mission driven. This leader will also further develop the Board of Directors, currently an engaged group of public sector employees, retirees, and civic leaders. The ideal candidate will have passion for SIR’s mission, experience working in the public sector, and an understanding of the current pension landscape in Illinois . The ideal candidate has demonstrated grit and a successful track record as a visionary leader, manager, marketer, grassroots mobilizer and, over time, fundraiser. The Executive Director will be the public face of SIR and be responsible for building organizational credibility across Illinois with all stakeholders. This individual will be adept at cultivating relationships at every level and hear, understand and respond to varying viewpoints with poise and confidence. The ability to influence and motivate others toward consensus and action will be key. A keen understanding of and experience operating in a highly political landscape is critical. The Executive Director will be supported by the Associate Director and will have access to a team of consultants. Ultimately, the new Executive Director will determine the appropriate staffing model necessary to meet organizational objectives. The person selected for the role will be responsible for creating and managing budgets, setting financial priorities, and diversifying SIR’s funding over time to fuel SIR’s continued success and growth. This is an ideal opportunity for someone who has an entrepreneurial spirit, is deeply passionate about the issue, fearless and has knowledge and experience in this arena. SIR seeks a strategic leader who has strong organizational and leadership skills, exemplary communication skills, and the ability to influence and cultivate key relationships. The new leader will have the skills to grow an organization, with big, mission-aligned ideas coupled with the skills to finetune the internal infrastructure and external partnerships necessary to bring about a positive change in pension security for Illinois public sector workers. CORE COMPETENCIES Strategic Vision: Provide strategic vision for SIR to bring sustainable solutions to the public sector retirement debt issue. Ensure that SIR’s vision, values, brand, and strategic priorities are evident and consistent in every aspect of the organization. Leadership: Provide inspirational and influential leadership and direction. Drive ongoing discussion and experimentation that encourages participation, innovation, and solutions to push the boundaries of what is possible. Management: With a demonstrated understanding of the organizational structure of a nonprofit, cultivate a strong, transparent, and properly informed working relationship with the Board of Directors. Promote and support Board engagement in strategic planning, resource development, and recruitment of new Board members emphasizing diversity. Assist the Board in performing to the highest fiduciary standards. External Relations: Serve as a dynamic, key spokesperson; clearly and compellingly convey SIR’s vision, values, programs, challenges, and achievements to all stakeholders including the media. Represent the organization and promote coalition building and collaboration between public sector workers, elected officials, and other community organizations, businesses, and partners. Engage with Union leaders and members to build relationships and create awareness of SIR. Ensure SIR’s external communications efforts promote the public visibility of its mission. Development: Act as the primary driver in identifying and securing financial resources to support the organization's growth and development. CANDIDATE PROFILE The Board is seeking a politically astute visionary to lead and grow SIR to accomplish its mission. Skilled in coalition building and change management, the successful candidate will have an appreciation of the actual experiences of current and future Illinois public sector retirees, and the seriousness of the issue. Understanding of and interest in Illinois government and politics will be necessary. Experience with and a passion for grassroots movements, and the a bility to successfully develop and sustain a coalition and act as a consensus builder is required. An excellent listener and effective communicator, this leader will have an inclusive and strategic approach to generating awareness and expanding constituencies, bringing people together to exchange ideas and find common ground. The ability to develop and leverage key relationships and build credibility among stakeholders is key. The qualified candidate is a charismatic self-starter and team player with entrepreneurial talents, innate political sensibility, a strong work ethic, integrity, and solid judgment. Successful relationship building and management skills are critical competencies to fulfilling the stated objectives for this position. A track record of professional accomplishments that demonstrates an ability to synthesize and distill ideas and concepts into tangible outcomes is required. An innovative, inclusive, and collaborative leader, with the ability to articulate and build consensus around major initiatives is imperative. The person we seek will be an innovative marketer who will continue to grow visibility for SIR and the Illinois pension situation. They will possess the ability to implement and direct an integrated communications function. As a team leader and team builder, the candidate of choice will have experience working with media outlets. Qualified candidates will be energized by calculated risk and ambiguity. They will strive for excellence in all facets of service. The ability to provide clear, effective, empathetic, and consistent leadership with good attention to detail is necessary. A sense of urgency, a balance between analytical and intuitive skills and a willingness to “roll up the sleeves” is also sought. The candidate must be a highly motivated self-starter with the energy and tenacity to guide and lead public initiatives, possess negotiation skills, be decisive and collaborative. The ability to understand diverse opinions and viewpoints while countering with facts in an empathetic way is sought . 10+ years in the public sector, labor unions, nonprofit and/or grassroots campaign management at the senior level are required. Bachelor’s degree preferred, master’s degree a plus. SALARY AND BENEFITS Starting salary range is $1 4 0,000 - $175,000 dependent on experience and qualifications. A healthcare plan or allowance will be provided. Part-time employment will be considered. This position is remote within Illinois.
