Banner Quality Management, Inc. (BQMI), a National Aeronautics and Space Administration (NASA) contractor supporting the NASA Safety Center (NSC), is seeking an experienced, full-time Technology and Automation Manager. This position leads project management efforts for the full systems lifecycle for all NSC's web applications to include new development, maintenance of existing websites and applications, and help desk support. This position ensures the NSC's systems and applications adhere to the Federal Information Security Modernization Act (FISMA) and the framework of security standards protecting government information and operations. Oversight is provided for the NSC's low/no code solutions and data analysis solutions for the larger NASA Office of Safety & Mission Assurance (OSMA) community. The ideal candidate is a well-rounded technologist with an emphasis on web application project management, and a fundamental understanding of Agile project management and the Scrum methodology.The mission of the NSC is to provide high-quality, value-added programs, services and policies that enable mission success, promote a safe workplace, and influence a culture of excellence. The NSC supports all of NASA by providing Safety and Mission Assurance (S&MA) training and development expertise, information, verification, and analysis to enable collaboration and learning while promoting a safe workplace and successful programs and projects. The NSC's vision is to be NASA's preeminent and sought-after resource for the advancement of agency S&MA expertise and information. Essential Duties & Responsibilities: Responsible for approximately 20 full-time contract personnel: ~ Implement and ensure compliance with BQMI and customer organizational procedures and policies ~ Meet customer objectives by supervising staff and organizing work processes ~ Monitoring staff productivity ~ Set performance goals that comply with customer organizational plans and visions ~ Relay information from upper management to staff and vice versa ~ Handle customer issues that could escalate and require a supervisor or management ~ Assist in the recruitment, employment, and dismissal of personnel Manage the application development team's activities associated with project development/implementation: ~ Ensure Agile Scrum methodology is upheld by facilitating Scrum ceremonies ~ Assist in projecting software/hardware requirements for multiple platforms/technologies ~ Manage the development team including answering questions, setting priorities, establishing goals and meeting deadlines ~ Ensure all projects follow NASA's Software Development Lifecycle (SDLC) standards ~ Assist the customer in feasibility studies, time and cost estimates, and the establishment and implementation of new or revised websites and applications ~ Coordinate with the NASA Glenn Office of the Chief Information Officer for development and deployment activities ~ Prepare and provide activity and progress reporting to customer and management Lead FISMA activities and ensure compliance to all IT security mandates for NSC non-NEST systems and applications: ~ Ensure all IT security controls are implemented and kept updated ~ Keep all IT security documentation updated ~ Coordinated and facilitate all IT security-related meetings with the Information Security Officer and the Authorizing Official Oversee the NSC Help Desk providing customer support for NSC's products and services ~ Ensure all NSC Help Desk policies, and procedures are adhered to ~ Responsible for ensuring a positive customer support experience and strong relationships are maintained for the NSC ~ Mentor personnel to understand patience, active listening, focus and empathy as the key to high quality service and the impact this role has in strengthening the NSC's reputation throughout the Agency ~ Foster the communication between the NSC Help Desk and NSC Application Development Team to better enhance application and end-user support Essential Skills: Supervisory of personnel to include: ~ Staffing, Managing workflow, Conflict resolution ~ Writing and conducting performance reviews MS Office 365 tools (Word, Excel, Power Point, SharePoint, etc.) Project management software tools skills (MS Project, Jira, Wrike) An in-depth understanding of Scrum master responsibilities within an Agile Scrum framework in an application development environment is desired Have a firm understanding of the NIST 800 Series framework and IT security principles in a government environment A basic, high-level understanding of IT help desk support Experience/Education: Bachelor's degree, preferably within Information Technology or Computer Science, and 10+ years of related work experience Personality or self-management skills: Excellent communication skills for effective listening and positive body language for giving feedback to employees and customers Good conflict resolution abilities to improve organizational productivity Strong leadership skills to create a supportive and motivating work environment Good interpersonal skills to identify and establish a purposeful team culture Outstanding time and priority management for workload management and time constraints Ability to recognize diversity issues and appreciate their impact on the workplace Ability to solve problems timely and effectively To apply please submit a current resume and cover letter to: Banner Quality Management Inc.
